ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

 

     1.Recruits, trains, and supervises (in absence of supervisor) all transportation personnel.

  1. Assists with bus routes and scheduling for all schools in the district as needed.
  1. Assists in the preparation of the transportation budget and administers budget according to district rules.
  1. Maintains safety standards in compliance with Virginia Department of Education Regulations and the Virginia Code.
  1. Assists with safety meetings for all drivers and mechanics as required by Virginia Department of Education Regulations and OSHA Standards.  Safe operations of vehicles shall be an ongoing emphasis.
  1. Cooperates with school principals and others responsible for planning special school trips.
  1. Works with parents/guardians and other citizens as appropriate in resolving complaints and considering special requests related to the transportation system in absence of Supervisor of Transportation.
  1. Assists where appropriate, in solving discipline problems occurring on school buses, at bus transfer sites, and at bus stops.
  1. Maintains all training records required by the division and State authorities.
  1. Dispatches replacement buses and other vehicles for those having mechanical malfunctions or involved in accidents. Keeps appropriate administrators informed when buses or other vehicles are unable to maintain their regular schedules due to accidents, road conditions, or mechanical problems.
  1. Notifies Supervisor, Superintendent or designee, as soon as practical, when a division owned bus or other vehicle has been involved in an accident.
  1. Periodically inspects buses and other vehicles to insure that drivers are using good housekeeping practices and that buses and vehicles are not being abused. Special attention should be given to the condition of vehicles being sent on trips outside the county and state.
  1. Conducts a safety program each year that culminates with the recognition of drivers who have had a safe driving record for the year. The program shall be modeled after the Virginia State Department of Education's safe driver award program.
  1. Periodically conducts random "ride alongs" with drivers for the purpose of monitoring the drivers' performance, observe the behavior of bus riders, and to identify any needs that requires changes in the bus routes.
  1. Must have held a current CDL with school bus and air brakes endorsements for a minimum of 2 years in order to become a trainer per Code of Virginia. Must possess or be willing to obtain driver training certification within 12 months.
  1. Must be willing to work an adjusted schedule to give coverage to the transportation department.
  1. Must be able to drive bus and /or car routes if necessary.
  1. Perform any other duties deemed necessary by supervisor.

 

SUPERVISORY RESPONSIBILITIES

Supervises employees in Transportation in the absence of the Supervisor of Transportation. 

 

QUALIFICATIONS

  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   1. Be at least 18 years of age.
  2. Have sufficient physical and mental ability to safely operate a school bus and/or perform required job tasks.
  3. Furnish a driving record from the Department of Motor Vehicles showing that within  the previous five years he or she has had no convictions for a felony or for driving under the influence of alcohol or drugs, and has not been assigned to any alcohol safety action program or driver alcohol rehabilitation program; has not been convicted of more than one moving violation or assigned to attend any driver improvement programs within the past 12 months and has no charge of reckless driving within the previous two years.
  4. Have a current Class B CDL with School Bus and Passenger endorsement with air brake certification for Virginia.
  5. Be able to read and write; to understand verbal and written instructions in English; and to communicate with fellow employees, students and transportation supervisors.
  6. Provide a reference statement, upon initial employment, signed by two reputable citizens of Nelson County, attesting to his or her good moral character.
  7. Successfully complete the Nelson County Public Schools bus driver training course.  (The Supervisor must be retrained if the time elapsed since last employment with Nelson County Public Schools exceeds five months.  This also includes returning from extended sick leave, leave of absence or Worker's Compensation, whose leave time exceeds five months.)
  8. Have a physical examination of a scope prescribed by the Virginia Board of Education.  The results of such examination shall be reported on the prescribed form and certify that he/she is physically able to perform job requirements.  A physical examination is required upon initial employment and thereafter prior to the beginning of each new contract year.
  9. Successfully take a tuberculin test upon initial employment to prove tuberculosis free.
  10. Provide appropriate identification to complete the Federal I-9 form.
  11. Must sign release statement to obtain criminal record history.
  12. Provide two employer references from current or most recent employment sources.
  13. Pass alcohol and controlled substance tests on initial employment and thereafter submit to periodic, unannounced, random alcohol and controlled substance tests throughout the calendar year.

 PHYSICAL QUALIFICATIONS:

  1. A person may not drive a school bus unless he or she is physically qualified to do so and has submitted a "School Bus Driver's Application for Physician's Certificate" signed by the applicant and the doctor for the applicable employment period.
  2. A person must pass the mental and physical requirements of the Commonwealth of Virginia as set forth below:
  3. Has no loss of foot, leg, hand, or arm which interferes with the ability to control and drive a school bus with reasonable accommodations.
  4. Has no impairment of the use of a foot, leg, hand, finger, or arm or other defects or limitation likely to interfere with the ability to control and safely drive a school bus with reasonable accommodations.
  5. Has no known medical history or clinical diagnosis of diabetes mellitus currently requiring insulin for control.
  6. Has no current clinical diagnosis of myocardial infarction, angina pectoris, coronary insufficiency, thrombosis, or any other cardiovascular disease of a variety known to be accompanied by syncope, dyspnea, collapse, or congestive cardiac failure.
  7. Has no known medical history or clinical diagnosis of a respiratory dysfunction likely to interfere with the ability to control and drive a school bus safely with reasonable accommodations.
  8. Has no known current clinical diagnosis of high blood pressure likely to interfere with the ability to control and operate a school bus safely with reasonable accommodations.
  9. Has no known medical history or clinical diagnosis of rheumatic, arthritic, orthopedic, muscular, neuromuscular, or vascular disease, which would interfere with the ability to control and operate a school bus safely with reasonable accommodations.
  10. Has no known medical history or clinical diagnosis of epilepsy or any other condition, which is likely to cause loss of consciousness or any loss of ability to control and operate a school bus safely with reasonable accommodations.
  11. Has no mental health, nervous, organic, or functional disease or psychiatric disorder likely to interfere with the ability to control and operate a school bus safely.
  12. Has both distant and near visual acuity of at least 20/40 (Snellen) in each eye with or without corrective lenses, field of vision of at least 70 degrees in the horizontal meridian in each eye, and the ability to recognize the colors of traffic signals and devices showing standard red, green, and amber.
  13. First perceives a forced-whispered voice in the better ear at not less than five feet with or without the use of a hearing aid, or if tested by use of an audiometric device, does not have an average hearing loss in the better ear greater than 40 decibels at 500 Hz, 1000 Hz, and 2,000 Hz with or without a hearing aid when the audiometric device is caliberated to American National Standard Z24.5-1951.  Personnel who wear the hijab (headscarf) for religious reasons must take the hearing test with the hijab in place.
  14. Does not use an amphetamine, a narcotic, or any habit-forming drug without appropriate physician supervision.
  15. Has no current clinical diagnosis of alcoholism.
  16. Must be able to successfully complete all the following agility tests;
  17. Climb and descend the front steps of a 64-passenger bus without pausing.
  18. Open and close manually operated 64-passenger bus entrance doors without difficulty while seated in the driver's seat.
  19. Activate the brake pedal with the right foot in 3/4 of a second or less after removing  the right foot from the throttle pedal.
  20. Move from a seated position in the driver's seat of a 64-passenger bus to the rear of the bus, open the emergency door and exit the bus, all within 20 seconds.
  21. Operate the driving controls using both arms simultaneously and quickly.  For example, activate master panel switches or shift gears while keeping one hand on the steering wheel of a 64-passenger bus traveling 25 miles per hour.

 

EDUCATION and/or EXPERIENCE

Associate's degree (A. A.) or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.

 

LANGUAGE SKILLS

Ability to read and comprehend simple instructions, short correspondence, and memos.  Ability to write simple correspondence.  Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

REASONING ABILITY

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.
